State of the Association Address Speaker: Stephen Pelna, 2025-2027 SCAA President

Steve Pelna is Senior Vice President of Lewis Environmental, a Mid-Atlantic based full-service environmental contractor. He holds a Master of Science Degree from St. Joseph’s University in Public Safety Management and is a Certified Safety Professional. In addition to Lewis, Steve is very active as a first responder in Southeastern Pennsylvania. He recently completed his tenure as Fire Chief of the West Chester Fire Department. Additionally, he is a Hazardous Materials Specialist with the Chester County HAZMAT Team and Fire Instructor through the Pennsylvania State Fire Academy.
Steve has served SCAA for over 10 years on the Future Environmental Leaders, Planning, and Health & Safety Committees. He has also been a member of the Board of Directors during this time, serving as Secretary, Treasurer, and Vice President.
He also fulfills leadership positions as the Chairman of the Chester County Local Emergency Planning Committee (LEPC), Co-Chair of the Chester County Traffic Incident Management Task Force, and Co-Chair of the Southeast Pennsylvania Fire Task Force.

Foundations of Post-Thermal Event Battery Cleanup: Preparation, Packaging, and Compliance Speakers: Mark 'Steady' Steadman, The Battery Network; Eric Frederickson, The Battery Network; and Dalan Zartman, Energy Security Agency
Mark "Steady" Steadman is a highly respected leader with more than 25 years of expertise in battery recycling, hazardous and solid waste management, and commodities recycling. His extensive career spans business development, sales, marketing, and operational support, making him a trusted advisor in the industry. Recognized for his ability to forge meaningful, long-term relationships, Mark provides invaluable insights and solutions to customers navigating the complex logistical challenges in battery recycling. From the C-suite to the production floor, he delivers strategic guidance on collection and transportation, end-site recycling, and sustainability initiatives—helping businesses optimize efficiency while driving environmental responsibility.
Beyond his professional achievements, Mark is deeply committed to his community. A proud advocate for Detroit, he actively mentors and leads various outreach programs, dedicating his time to fostering growth and positive change.
As the Vice President of Operations for The Battery Network, formerly Call2Recycle, Eric is responsible for the organization’s supply chain, safety, compliance, and downstream recycling network. This includes optimizing performance and efficiencies while upholding the organization’s commitment to safety standards and compliance obligations. Eric’s day-to-day focus is on helping a variety of stakeholders understand and address the unique safety and environmental challenges associated with lithium-ion batteries.
With over 20 years’ experience in engineering and operations leadership at leading transportation solutions providers, Eric is a practical expert in the areas of lithium-ion battery recycling, transportation, compliance, packaging, and safety.
Eric has a Bachelor of Science in Industrial Engineering from the Georgia Institute of Technology and an MBA from Boston University.
Dalan Zartman is co-founder and CEO of the Energy Security Agency, with over 25 years as a metropolitan firefighter and rescue specialist. He brings a decade of experience testing large-scale lithium-ion BESS and EV systems, translating into field-tested solutions for managing battery risks across industries.
ESA recently completed the NFPA/FPRF EV suppression research project with FRA and ESRG, delivering the most comprehensive operational analysis of EV fire tactics to date. Dalan leads ESA’s operations, education, testing, and response efforts, overseeing a team that manages lithium-ion battery incidents across maritime, aviation, roadway, EV, mobile, and large-scale stationary sites, handling roughly 500,000 pounds of damaged batteries annually.

Emergency Response Waste: Now What Do We Do? Speaker: Angie Martin, Arcwood Environmental
Angie is currently serving as Senior Vice President, Environmental Programs at Arcwood Environmental overseeing sustainability, national emergency response, waste allocation, and customer training efforts. Angie is the Immediate Past President of the Spill Control Association of America, represents Arcwood on the Environmental Technology Council, is a member of the EPA e-Manifest Advisory Board, is a Past President of The Pesticide Stewardship Alliance, and is co-chair of the Purdue University Environmental and Ecological Engineering External Advisory Council.
With a degree in civil engineering, she is a proud Purdue Boilermaker and a registered Professional Engineer in multiple states. In 2024, Angie was inducted into the Purdue Professional Practice Hall of Fame. Angie has significant experience in emergency response, environmental engineering, and regulatory services. Her background also includes industrial permitting, hazardous and non-hazardous waste management, environmental auditing, and remediation.
Angie lives in Mooresville, Indiana with her husband, Jeff, with whom she shares two adult engineer daughters, a son-in-law, and most importantly their granddaughter.

Federal Legislative & Regulatory Update Overarching Environmental Industry Trends & Regulatory Climate Speaker: James A. Williams, Environmental Technology Council (ETC)
James A. Williams is the Executive Director of the Environmental Technology Council (ETC), which represents companies providing recycling, treatment, disposal, and other services for industrial and hazardous waste management.
A Capitol Hill veteran, he previously served as Legislative Counsel to U.S. Representative Sheila Jackson Lee and as a Legislative Aide to Senator J. Bennett Johnson. He has also held government relations and policy roles with the American Public Power Association, American Petroleum Institute, and Entergy Corporation.
Williams holds a B.S. from Alcorn State University and a J.D. from American University Washington College of Law. He is married to Dr. Tamara D. Jackson and has one daughter.

Simple Steps to Make Your Account More Attractive to Carriers Before Renewal Speakers: Chris Gallagher, Alliant, and Matt Tomlinson, Berkley Environmental
Chris Gallagher is a Senior Vice President at Alliant Insurance Services, where he partners with environmental contractors and spill response companies on their insurance programs. He helps leadership teams better present their risk to carriers, improve renewal outcomes, and control costs, while also managing Alliant’s relationships within the environmental insurance marketplace. Chris also advises businesses on insurance considerations when buying or selling a company, helping position them for a smoother process and stronger results.
Matt brings more than 17 years of experience in the insurance industry, with a career rooted in strong technical and environmental expertise. He began as an environmental consultant, where he developed a deep understanding of regulatory frameworks and real‑-world environmental exposures. Building on that foundation, Matt transitioned into environmental underwriting, applying his on-the-ground knowledge to help clients navigate complex risk profiles and craft effective insurance solutions.

Bridging Gaps in OPA 90 Response Execution – A QI’s Perspective Speaker: Tom Wiker, Gallagher Marine Services
Tom was promoted to President of Gallagher Marine Systems (GMS) in June of 2022. His past experience includes being a member of the U.S. Coast Guard (USCG) where he sailed on two, 378’ High Endurance Cutters followed by tours at USCG Headquarters in Washington D.C. & Marine Safety Office Philadelphia as a Port State Control & Facility Inspector and a lead pollution investigator. Upon departing the USCG, Tom entered into the Qualified Individual/Incident Management Team (QI/IMT) field where he has worked since 1996; 27 years of which have been spent growing his career at GMS. As an IMT member, he has acted in many capacities such as Incident Commander, Operations Section Chief, etc. for incidents throughout the USA and Canada. As Gallagher Marine System’s (GMS) President, he oversees all GMS services for clients that spanning oil companies to terminal and pipeline operators and the owners of over 10,000 vessels trading across the globe. This includes GMS offices and personnel throughout the USA along with our agency representatives in China, Japan, Greece and Italy. His principle responsibility is helping to ensure that GMS personnel continue to provide our clients with the industry’s highest level of excellence in maritime safety, security, compliance, and environmental protection.

Charting Risk: Navigating Insurance and Vessel-Owner Liability in the Shift to Alternative Marine Fuels — Ammonia, Hydrogen, LNG and Biofuels at the IMO and US Regulatory Helm Speakers: Camille Zuber, Nicoll Black Altenbrun, & Feig and Larry Malizzi, CTEH
Camille is a maritime attorney with international training and experience in England, France, and Norway. She earned her LL.M. from UC Berkeley with a specialization in environmental law.
Her practice spans the commercial, business, and maritime sectors, with a focus on maritime and commercial regulatory compliance, including OFAC and FMC matters. She also handles maritime defense litigation involving oil-spill response, international maritime and commercial disputes, fishing-vessel claims, and personal-injury defense.
In addition, Camille advises on transactions involving recreational vessels and yachts and provides guidance on regulatory and environmental issues in the maritime industry. She is fluent in English, French, and Italian.
Lawrence “Larry” Malizzi is a Senior Consultant with CTEH. As part of his role, he spearheads business development on the East Coast, including through new service lines and helping serve on and oversee emergency responses as needed. Larry has more than 30 years of field experience, specializing in disaster response, risk management, spill planning, drills and responses, and Natural Resource Damage Assessments (NRDAs). He is known within the industry for his ability to navigate complex issues involving endangered species or habitat restoration. During this career, he has managed notable large-scale incidents such as Hurricane Ida, the Bayport Channel Collision, St. Simon Sound, and many others.

The UK & Ireland Perspective: Collaboration, Accreditation, and Recent Case Studies (including plastics) Speakers: Richard Baker, Executive Director of International Spill Accreditation Scheme, and Featuring Gerard McDaid, Chairman of UK & Ireland Spill Association
Richard Baker studied Environmental Geoscience at Durham University, inspired by an early interest in environmental science and growing up near the UK’s oil refineries and chemical industry.
He began his career in an oil refinery laboratory and later worked with a specialist equipment supplier before moving into inland spill response and contaminated land remediation. Over more than 25 years, he has held roles from technician and engineer to regional and national management with leading UK response and remediation contractors.
In 2025, he was appointed Executive Director of the International Spill Accreditation Scheme and Director of the UK & Ireland Spill Association, supporting improved standards in spill response and remediation across the British Isles.

SUPSALV Response Capability - A Constant in the Changing Response Landscape Speaker: Eric D. Brege, Director of Salvage Operations, PE, Commander, USN (Ret)
A native of Decatur, IN, Eric enlisted in the Navy in 1997. After completing the Navy Nuclear Power Program, he was appointed to the US Naval Academy in 2000. Upon graduation, he served on multiple ships and deployed to the 5th, 6th, and 7th fleets. In 2011, he earned a master's in Mechanical Engineering and a Naval Engineer degree from MIT. He then qualified as an Engineering Duty Officer Diver and held various positions, including Technical Director of the Zumwalt Class Destroyer Program. A registered Professional Engineer in Massachusetts, his qualifications include Surface Warfare Officer and deep-sea diver. He taught at the US Naval Academy before retiring. Following retirement, he returned to the Supervisor of Salvage and Diving as the Director of Salvage Operations.

SCAA Membership Update Speaker: Margo Moss, Founder & Owner, L&M Environmental Response, SCAA Membership Chair
Margo Moss is an environmental scientist and the founder and owner of L&M Environmental Response, a woman-owned small business based in New Orleans that serves regulated industrial facilities, government entities, and coastal operations throughout the Gulf Coast Region. L&M focuses on issues such as environmental monitoring, permitting, spill response, litigation support, and regulatory liaison services. In May 2025, Margo was awarded the Certified Industrial Hygienist (CIH) credential, to expand her role in spill response and regulatory compliance.
Margo was selected as the sole small business representative on the Manufacturing and Industry Sector Committee of Governor John Bel Edwards’ Climate Initiative Task Force (CITF), where she proposed an Industry Certification Program to support statewide decarbonization efforts. She currently serves as Membership Committee Chair for the Spill Control Association of America (SCAA) and regularly presents at environmental conferences on subjects such as marine debris removal, regulatory updates, and air monitoring.

From Classroom to Coastline: Building the Spill Response Workforce Through Co-Ops | An Industry-Academy Partnership Model at Massachusetts Maritime Academy Speaker: Kevin Glover, Massachusetts Maritime Academy Featuring students Lily Novak (Junior) and Sean Hickey (Sophomore)
Kevin serves as Assistant Director of Career & Professional Services at Massachusetts Maritime Academy, where he helps bridge higher education and industry through strategic workforce development partnerships.
He holds an M.A. in Higher Education Administration and brings more than two decades of military service and over ten years of government experience related to environmental response and protection. His background includes environmental cleanup operations in the Army and supporting environmental complaint investigations with the Walker County Environmental Crime Unit in Texas.
Today, he focuses on connecting cadets with hands-on experience through MMA’s Cooperative Education program while helping organizations develop the next generation of spill response and environmental professionals.

Luncheon Featuring Industry and Regulatory Updates Speakers: Kimberly Jackson (PHMSA); Eric Miller (BSEE); John Tarpley (NOAA); and Christie Torres Rosa (EPA)
Kimberly Jackson is a results‑driven public service leader with over 20 years of experience in emergency preparedness, regulatory compliance, and organizational transformation. She serves as Acting Director of PHMSA’s Preparedness, Emergency Support & Security Division and as Emergency Coordinator, leading national disaster response, security, and resilience efforts. She drives programs that strengthen PHMSA’s readiness and mission agility, with a career rooted in innovation, knowledge management, and solving complex regulatory and emergency management challenges. She previously supported corporate, local, and federal legal agencies and holds degrees in Legal Studies and Public Administration, plus a Yale leadership certification. She is a proud wife and mother of three.
Eric Miller is the Deputy Assistant Director for Oil Spill Preparedness at the Bureau of Safety and Environmental Enforcement, where he leads efforts to ensure offshore operators are ready to respond to spills and oversees research, preparedness verification, and the Ohmsett test facility.
He joined BSEE in 2015 after a 20-year career in the U.S. Coast Guard and work in the commercial sector as an oil spill scientist. His Coast Guard roles included Pollution Investigator, Federal On-Scene Coordinator Representative, and leadership positions in oil spill research and response initiatives.
He holds a B.S. in marine science from the U.S. Coast Guard Academy and master’s degrees in environmental science and chemistry.
John Tarpley is the Chief of the Emergency Response Division (ERD) in NOAA’s Office of Response and Restoration (OR&R). Previously, John was the Chief NOAA Scientific Support Coordinator for 19 years. Under the U.S. National Contingency Plan, NOAA OR&R is responsible for providing scientific support to the U.S. Coast Guard for oil and hazardous material spills, and to serve as a natural resource trustee. John manages this scientific support and spill response program nationwide. He is the DOC/NOAA representative to the National Response Team and is Vice-Chair of the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR). John has 30+ years of experience in oil spill response, preparedness, and restoration at state and national levels.
Christie Torres Rosa is a Physical Scientist in the Oil Spills & Chemical Accidents Regulations branch at the U.S. EPA Office of Emergency Management. With over seven years of experience at EPA, she has served as an Emergency Planner, On-Scene Coordinator and currently she is the national lead for the Spill Prevention, Control, and Countermeasure (SPCC) and Facility Response Plan (FRP) oil program. She holds a B.S. in Geology from the University of Puerto Rico at Mayagüez and an M.S. in Geology from Michigan Technological University.

Mental Health Impacts of Oil Spill Response: Insights from a Global Survey of Emergency Speaker: Victoria Broje, Shell Emergency Management
Dr. Victoria Broje is an internationally recognized expert with 25 years of experience in environmental science and emergency response. She supports Shell businesses worldwide as a Principal Technical Expert in spill response technologies, research and development, regulatory and public outreach, and environmental impact assessments. Over the years, she has led numerous research projects aimed at improving spill response efficiency and coauthored three publications for the U.S. National Academy of Sciences, including the latest edition of Oil in the Sea IV. In 2024, Dr.Broje became the first woman to chair the International Oil Spill Conference in its 55-year history.
